flatpak: need a patched runtime

We currently patch mesa, there will be a patched gtk+, ... so we need patched runtime to make flataked apps possible in general.

I'm listing things we need to patch in f.d.o that currently are live on the devkit already:

  • Include mesa GC7000 patches (gc7000 support is mainline now)
  • gtk3
  • pixman
  • cogl ?
