Settings can't be opened by dragging down from top bar, only by touching top bar

Touching the top bar opens the settings area, but dragging down from the top bar does not. There's haptic feedback when the drag reaches the edge of the screen, but no other reaction to the gesture. This reduces the effective size of that target. Changing this to a swipe-down gesture from the edge of the screen would make this a much bigger target, and make it feel more like a tray that gets "pulled out" from the top.

Along the same lines, dragging up from the bottom of the screen should open the overview, rather than having to touch the arrow.
