Please update libc-ares2 to 1.18.1

PureOS has 1.17 of libc-ares2 (which is in line with Debian Bullseye). However, there is a particularly annnoying bug in it that makes it not able to resolve DNS issues for mmsd-tng, the error looks like:

** (mmsdtng:1853): CRITICAL **: 16:04:19.376: Failed to resolve host: Misformatted domain name


** (mmsdtng:1853): WARNING **: 16:04:19.376: Failed to resolve 'proxy.mobile.att.net'

I would like to move to the default DNS backend to c-ares for mmsd-tng, but this would break MMS for PureOS due to this bug. This bug looks to be fixed in 1.18.1 (as I installed it from Debian Bookworm and the bug did not occur.).

lib-cares2 is pretty self-contained, so no other packages need to be updated for it.

As such, could we update lib-cares to 1.18.1?
