Add 'purism' user to 'netdev' group

only users belonging to 'netdev' group have access to rfkill. This is required for inspecting rfkill states of various devices. And this is the reason why gnome-control-center has a broken bluetooth panel. So the default user (ie, 'purism') should belong too the 'netdev' group by default.
