Build a debian package

Guido Gunther requested to merge guido.gunther/arm-trusted-firmware:debianpkg into librem5

this is a first step towards image-builder#3 (closed) which in turn is necessary for lockstep kernel / uboot upgrades.

The deb is archived in gitlab for easy consumption and i'll add a build-job to ci once this is merge. the uboot deb build can then build-depend on this atf package and pull it in during build.
