Show welcome screen when all accounts are disabled

In case of all accounts being disabled and no modem is present in the system, the welcome screen should be shown to inform the user. Also, the '+' button for adding a new chat should be disabled in this case, to avoid a broken dialog for adding a new conversation, that doesn't offer any chat account to choose from.
