Unable to start SMS conversation

What Problem did you encounter: I am not able to create a conversation from the "Chats" application

What is the expected behavior: When pressing the "+" button in chats to start a conversation, a new conversation should be started and the user should be able to enter the number of the recipient, or select the recipient from a list of contacts.

What is the actual behavior: When pressing the "+" button in chats to start a conversation a new page is opened with a search bar at the top. Typing a phone number in the bar and pressing enter does nothing. There is an option in the top right of the bar to create a contact. Pressing this brings you to a new page but does not allow a contact to be added or saved.

Additional notes: If a contact is added to gnome-contacts manually, it shows up in Chats after pressing the "+" button, but selecting this contact does nothing.
