Support Display and Storage of Cell Broadcast messages

Although Modem Manager support is not yet there I'm filing this issue since (likely) chatty will need support to store / display those and that needs UI design:

This will need integration with

  • the phosh to display the notification
  • g-c-c for configuration (if we don't want to do it in the app)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
