Cannot change "Network Mode" in Settings - Mobile

I am unable to change "Network Mode" in Settings - Mobile. Doing so gives me an "access denied" error.

I attempted to change from 2G, 3G, 4G (Preferred) to 2G, 3G (Preferred)
