Document how community can contribute keyboard languages

If a community wants to add a language to the keyboard, we should have a guide telling them how to do that. @dorota.czaplejewicz and @david.boddie have the keyboard knowledge to write such a guide.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
