Powersaving / Battery chapter

We need hints how to detect when running on battery by talking to upower (e.g. like https://source.puri.sm/Librem5/phosh/blob/master/src/batteryinfo.c#L64) since apps might want to throttle certain things when on battery.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
