Merge Request Guidelines
As discussed in the team meeting, we now have a page to cover merge request guidelines. Since index.rst had to be updated for this, I went ahead and made an attempt to address issue #15 (closed) as well.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
