debian: Rework the menu hacks

This drops the patch hidding some menu entries depending on is-phone,
and add a patch dropping some of these menu entries and Fullscreen on
Phosh. This ensure fullscreen isn't available at all on Phosh,
preventing users from locking their phone if they loose access to a
keyboard. This also adds the Print and Refresh buttons back.
