Make timezone selection dialog mobile-friendly

Currently the timezone selection dialog is a vertically scrolled map, which immediately selects a region when touching it. This should be made small touch-screen friendly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
