Cannot change network mode in the Cellular panel

When I try to change the modem mode (2G/3G/4G) I get the error, "Error: Access denied changing settings".

Steps to reproduce:

  1. Open GNOME Settings
  2. Open the Cellular panel
  3. Select Network Mode
  4. Change the mode and press Set
  5. The Cellular panel is shown again and an "Access denied" notification is displayed

According to #1 (closed) support was added to ModemManager ModemManager!11 that should make fixing this possible.
