HdyViewSwitcher out of a header bar is too light on hover

While we made the hover state work well in header bars…

…we forgot about other places where the background isn't darkened, like the view switcher bar. There, the hover state is almost indistinguishible from the regular state.

I assume a simple fix is to lighten the hover state only in headerbars.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
