What are the hdy_string_utf8_*() functions for

I wonder if we should keep the hdy_string_utf8_truncate() and hdy_string_utf8_len() functions, what are they used for? Nothing use them internally and it's a bit odd for a widget library to offer such functions if it doesn't use them itself.

Note, I don't want to remove them, I just want to discuss their purpose. :)
