expander-row: Add the expanded property

This can be used to reveal external widgets depending on the state of the row.

Looks good but a test in tests/test-expander-row.c would be totally cool.

Good point.

Maybe it's better to postpone it to 0.1.0: it's not like devs will have time to use it in GNOME 3.32 anyway, it's probably better to keep 0.0.9 as a bugfix only release and add new features to later versions.
