Kernel dependency not strict enough

0e83f898 bumped the kernel dependency on librem5-base.

This still allows librem5-base-defaults to be upgraded:

Package: librem5-base-defaults
Status: install ok installed
Version: 54pureos1

without updating the kernel. Thus having the ucm changes without the related kernel changes (which can happen on partial upgrades (e.g. apt-get upgrade vs apt-get dist-upgrade)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
