udev rule in /etc

this is what lintian says (e.g. https://arm01.puri.sm/job/debs/job/deb-librem5-devkit-tools-buster-aarch64/127)

E: librem5-devkit-base: udev-rule-in-etc etc/udev/rules.d/99-gnss.rules

this ought to be in /lib/udev/rules.d/ (and also in librem5-base rather than librem5-devkit-tools)
