devkit-base: Add jitterentropy-rngd

Bob Ham requested to merge bob.ham/librem5-devkit-tools:add-jitterentropy-rngd into master

This works around the RNG issue linux-emcraft#2 (closed) causing SSH logins to be inaccessible for five minutes on boot. With this package, SSH is available immediately.
