SDPV ptotocol update

These are updates to support an updated u-boot SPL with the SDPV protocol

since this modifies existing scripts, does it need a bumped uuu dependency in librem5-devkit-host and maybe a doc update to tell people what version they need at least?

No this should work with the current uuu.

This is in anticipation of moving to the busfreq or mainline u-boot as the SPL no longer speaks the old protocol.

It should not affect the function of the current SPL as that one speaks SPDU and we are not changing those instructions.
