So far enable did nother but disable put the panel into sleep mode.  Use
mipi_dsi_dcs_set_display_{on,off} only.

We changed the porch values a while ago so the comment was outdated and
we're close to the vendor suggested 75000 khz now so use the exact
value.

Length is shortened in the above loop but we want the total amount of
bytes to transfer since this is reported back later on to the caller of
mipi_dsi_host's (*transfer)() via xfer.status.

The indicates if the HS clock is on or off not the LP clock. This
makes the logic not look reversed.
