don't build libc headers debian package in the next tree

Martin Kepplinger requested to merge martin.kepplinger/linux-next:deb_no_libc2 into imx8-next-librem5

the "hack" patch must stay as-is in the tree (also in order to be visible in the patchset we maintain and must be removed (rebase the tree) before pushing it to "current" and building "linux-librem5" packages.
