Dogwood updates

The 8MP has independent power control so wire it up.

Correct the input pin definitions , some input pins were designated as outputs

Set the max17055 charge voltage bit so that we are calibrating on a 4.2V battery

Fix the boost current, it's not valide to set below 500mA

Connect the SMC_BOOT pin so we can boot it into firmware update mode

Use CONV_RATE to enable 1s conversions for the bq25895 charger ( similar to 21d90eda)
