WIP: extcon 5.9

extcon patches and fix ups for v5.9 kernel

To help debug you can enable dynamic debug statements

There's a possible failure of the CC lines although I haven't reproduced that.

There's a dwc3 oops with rc4 that I haven't seen yet with rc5.

The BQ25895 seems to be in some kind of loop as it's spamming the logs in debug mode.
