redpine: add module parameter for low power rx/tx mode

I want to put this MR out there just because we got that info via email a while back. I can try to compare this mode to our current kernel: How to test:

add wlan_rf_power_mode=0x22 to the redpine_91x options list in /etc/modprobe.d/librem5-devkit.conf
