Backport nwl+mxsfb+rocktech panel to 5.3

This backports the nwl and mxsfb drivers from linux-next to 5.3.

I did not adjust the DT for the phone (hence wip) since i have no means of testing birch but i'll look into fixing this for aspen.

Note that this needs mesa 19.2 since 18.x lacks mxsfb support. Display blank/unblank was tested with the corresponding compositor fixes.

@guido.gunther is the a mesa 19.2 deb package somewhere ?

it's in the ci repos since 2019-10-04 (so everythin is in place there) but not in pueros for yet unknown reasons.

dropped the wip. i don't think @angus.ainslie will pull this in 1:1 so i'm waiting with closing this MR (and the associated bugs) until it shows up in current.

@guido.gunther this has already been woven into the busfreq branch. I'll double check for any updates since I pulled that in.
