Drop capacity

Dynamically remove CAPACITY property when no monitored battery is defined.

The phone has a fuel gauge to we don't need the charger to report this but we do want to keep it on the devkit so only report it if a monitored battery is defined.

i can test on the devkit but won't have one nearby until the end of the week.

Needs merge/rebase.

that would also recreate the artiftact for testing, @angus.ainslie could you rebase?
