powersave devfreq governor needs to consider bandwidth limits

currently when the screen turns off we clock down. This grinds running apt installs to a halt. The governor should be smart enough to figure out e.g. usb traffic, emmc traffic to get such tasks done as quickly as possible so it can go back to low power.
