The phone display is limited to 32Hz refresh rate

It's long known, but filling as I don't think there's an issue for it.

Because of unstable image otherwise, the pixel clock is halved in 383f7102. This leads to a stable image, but with halved refresh rate (32Hz). This is easily noticeable, gives an unfair impression of general slowness and significantly increases input lag.
