Long-press required to turn the phone on after leaving it off for a while

I noticed that when I turn the phone off for a while (a few hours), I can't turn it on again with a short button press - I need to press it for 16 seconds with USB unplugged to get it back on.

This happens both on Birch and Dogwood.
