tps65982: Booting with PD charger attached sets input current to 500mA

Steps to reproduce:

1. Plug a PD charger in.
2. Observe the input current limit being set to a proper value (3A in this case).
3. Reboot.
4. Observe the input current limit being set to 500mA.
5. Unplug and plug the charger back.
6. Observe the input current limit being back at 3A.
