Add doap file and expand uploaders

I'd rather have both of us as uploaders and a list as mailing list maintainers in debian/control but that takes a bit longer so let's rather have this first.

The doap was missing completely so far.

enabled an automatic merge when the pipeline for 214ec8d4 succeeds
