Add doap file and expand uploaders
I'd rather have both of us as uploaders and a list as mailing list maintainers in debian/control but that
takes a bit longer so let's rather have this first.
The doap was missing completely so far.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
