layer-shell: Elevate layer of OSK when same or higher layer is focused

Based on !78 (closed), but simplified not to look for phosh prompter in particular, but just any layer-shell surface placed on the same or higher layer being focused on some seat.

Probably not the final solution, but IMO good enough for now.
