Wallpapers with special characters in filenames aren't shown

After setting a file that contains spaces in its name as a wallpaper, phoc fails to open and display the file. Looks like an URL decode is missing somewhere.

For a file "/home/dos/Universal Cereal Bus.jpg" phoc complains in log:

(phosh:6237): phosh-background-WARNING **: 18:52:42.705: Failed to load background: Failed to open file „/home/dos/Universal%20Cereal%20Bus.jpg”: No such file or directory

Other files with simpler names are shown correctly.
