Don't ask for SIM PIN on lock screen

Currently when starting the phone with a SIM in it, it will show the PIN dialog immediately, before I've actually unlocked the phone. This is a bit confusing/surprising. I'd expect to be asked for the PIN after I unlock the device, not before.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
