Never show "empty desktop"

On startup we already open the app drawer by default, but ideally we'd also avoid it being possible to get to this state later/manually.

We could achieve this by doing the following:

  • when the overview is open, and there are no open apps, the down arrow at the very top should be hidden/disabled
  • when the last app is closed the overview should open automatically
