Strange dialog box when enabling mobile data

If I go to the Mobile page in Settings and enable "Mobile Data", I get presented with the following dialog box:

I also see the same thing when selecting or deselecting "Data Roaming" when "Mobile Data" is enabled.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
