Honor org.gnome.desktop.a11y.applications screen-keyboard-enabled

once squeekboard honors it (squeekboard!370 (merged)) we want to grey out the OSK button in the bottom bar when the setting is off.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
