RFC: disable haptic/led feedback if not showing a notification banner

Should we disable haptic and LED feedback when an using a notification banner is disabled for an appliction? This would make the notification very 'silent' by only putting it into the tray without any feedback so i tend to 'no'. It might be a good thing so one doesn't have to disable app notifications completely.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
