keygrabber should honor SHELL_ACTION_MODE_ALL

things like GSD_ACTION_MODE_LAUNCHER (g-s-d's shortcuts-list.h) should be handled - this is especially important when ignoring keybindgs on the lock-screen (see NO_LOCK_MODE and SCREENSAVER_MODE).
