Change GsShell to emit a signal when the overview is fully populated,
and only present the window when that is emitted.

Use our own cancellable, and cancel a pending subcategory load
when the user selects another subcategory.

It's better to batch the Resolve() up into one transaction.

Otherwise we break reasonable screen sizes. We may revisit this
at some point to use multi-line labels instead, but that needs
more time to sort out alignment issues than I currently have.

We don't want the subcategory list to grow super-wide while there
are no apps, temporarily. The solution is a little hacky, but
works: just put placeholders there, then the homogeneity of the
grid will do the rest (empty columns defeat it).
