Librem5: make Debian package compile

Benedikt Wildenhain requested to merge bwildenhain/purple-xmpp-http-upload:librem5 into librem5

debian/rules has to set CFLAGS, especially -fPIC, (or the makefile needs adjustment) to make this package build. debian/control depended on libgio2.0-dev, while probably libglib2.0-dev was meant.
