Tests: don't be lenient with builtin layouts

User-provided layouts will load despite small mistakes, which will get defaulted at runtime. Builtin layouts should not have any mistakes at all, but it's not enforced anywhere.

It might be a good idea to forbid all mistakes in any layouts, as that would remove the need to special-case tests.
