Keyboard sometimes not shown for SIM card PIN code dialog directly after booting phone

When powering on or rebooting the phone, it normally shows a SIM card PIN code dialog along with a keyboard so that the PIN code can be entered. But sometimes, no keyboard comes up and then there is no way of getting the keyboard, seems like the only way out of that is to choose "cancel" and then unlock the sim card later on instead. Here is what it looks like when the keyboard does not show up:

So everything looks fine except that there is no keyboard, so the user has no way of entering the PIN code that the dialog box is asking for.

Normally the kayboard appears if you tap in an edit box, but that does not work in this case.

This does not happen every time, but sometimes, seems random. If I reboot 10 times then this happens maybe once or twice out of those ten, so not very often but it can be reproduced.

Using phosh 0.6.0 on a Librem 5 Birch.
