Make sure keyboard is visible over modal dialogs and lockscreen

I think we discussed this somewhere but I couldn't find a bug:

Shell layers are top, lockscreen and system modal dialogs are overlay. So if the osk uses overlay we can't be sure it's shown. We could render it on top by using the namespace to detect it but i wonder if we should have a separate layer on top of overlay?
