Automatically detect modem

If we don't get modem by machine-conf or env_var detect it by pa's device.class. This lets us have fewer places to adjust.

Likely a byzantium only thing. Not deeply tested yet but i'm runnning it from now on so i don't have to tweak machine-conf on byzantium.
