the moment so we disable tests for Calls with the 'nocheck' build

That's what runs on arm01

We still use Job DSL to build the jobs but the individual jobs use the
declarative pipeline DSL now so we can e.g. use stash/unstash, etc.

This allows us to pick the right build nodes for each architecture
easily.
