vmdebootstrap wants UEFI for arm64 and we can use the Debian kernel when we
only run in qemu.

We don't have a single board using it and we can easily bring it back if
needed.

We had files gone missing already

Leave it disabled for now by default

This ensures better sepration and we can use it from differen scripts

Setting http_proxy outright interferes with the downloading of files
from storage.puri.sm.  Therefore, set http{,s}_proxy variables in the
call to vmdebootstrap from some http{,s}_apt_proxy variables instead,
falling back to http{,s}_proxy if http{,s}_apt_proxy aren't set.

So people building the image but not any related software like uboot or
kernel only need to look in bin/ for the tools.
